Nationwide Rollout for GST-Registered Businesses (2028–2031)
The Inland Revenue Authority of Singapore (IRAS) and Infocomm Media Development Authority (IMDA) have announced a phased expansion of the GST InvoiceNow requirement.
Between April 2028 and April 2031, all GST-registered businesses in Singapore will be required to adopt InvoiceNow for invoice data transmission. This announcement was made during the Ministry of Finance Committee of Supply Debate 2026, marking a major step toward digitalising tax reporting nationwide.
What is InvoiceNow?
InvoiceNow is Singapore’s nationwide e-invoicing network based on the Peppol framework, enabling businesses to:
- Send and receive invoices digitally in a structured format
- Integrate directly with accounting and ERP systems
- Automatically transmit invoice data to IRAS for GST reporting
Today, over 63,000 businesses are already connected to the InvoiceNow network through IMDA-accredited solution providers.

Implementation Timeline
The rollout will follow a phased approach based on business size:
- 1 April 2028
New compulsory GST registrants and existing businesses with annual supplies ≤ $200,000
- 1 April 2029
Businesses with annual supplies ≤ $1 million
- 1 April 2030
Businesses with annual supplies ≤ $4 million
- 1 April 2031
All remaining GST-registered businesses with annual supplies > $4 million
